Don't ask me why but the waiting (Windows 10 blue circle after rendering) is gone.Now it works as before.

b31 works very well,i only updated the asio waveout because that's the only new file it seems. Some people have issues with USB3,USB3.1 ports,maybe more with USB3.1 because it is newer and the drivers are not updated. The AVX must be an old installer.Why did you uninstall 1503 x64? You can install 1503 x86.That are the installer to use and they install but you can't start Buzz? You could search for used Steinberg,Roland, or Focusrite interfaces on Ebay.Those Interfaces are very popular.Take care that the drivers are working for your OS. I think a new cheaper Interface is probably preferable to a good older interface which would cost you almost the same (around 100).
The sound quality is really good with those new cheapos.Features, noise ratio and driver reliability are always the first thing i would look for though.

I've got me a Yamaha AG03 for my small rig,cheap as chips (edit: but very solid quality!), i love it.
Very good drivers for Windows 10 and goodness (because Yamaha also do Steini drivers), noise-free performance.

This sounds odd though.
On my machines Windows never used more than 1.5 GB RAM (16 GB total amount) idle even with search enabled and Defender should be automatically managed by the third party Anti-Virus software.

Don't mess around with bit depth,you don't want to sound lo-fi like those old trackers from the 80's? Just kidding,try to use a plugin and reduce the bit depth and then you know what i mean :-) Buzz bit depth is just fine,what you can change however is the khz (Kilohertz) range to more than 44 khz. ...

I don't have any issues you mentioned and never had.
Could you give some specs like soundcard,graphics card, cpu?
It sounds like a driver issue,maybe energy options did you try to render using different drivers,wasapi,polac asio?
