Hello!
These are the steps I can reproduce that behaviour with:
(1) I have an effect chain from the generator to the Master. The chain includes several effects.
(2) Buzz's internal panning controllers remain untouched. I'm talking about the panning knob you see when you click on an arrow in an effect chain - the knobs are all set to "C" and remain unchanged.
(3) I remove an effect. Buzz's internal panning control switches to "R" although I haven't changed anything about the panning. I also hear that change, the sound is panned hard to the left. (I have to reset the panning to center manually.)
This happens in Jeskola Buzz 1414 under Windows XP SP3 English.
Does anyone see a similar behaviour?

I had the very same issue. when removing an effect the last machine in the chain connected to the master was panned fully to the right.

It seems that build 1415 fixed that issue.
@bahador: Have you tried and installed build 1415? I guess this would do.
