or if I could get PeerCtrl to work - Assignment Settings doesn't seem to do anything

PeerCtrl works perfectly, maybe you miss the "control plugin settings", 3 XY controllable by mouse and a nice visualisation.

You probably don't have envelope.ocx properly registered. If you're comfortable using the command prompt (run as admin): regsvr32 buzzdir\envelope.ocx (assuming that envelope.ocx is already in your Buzz root dir, and of course replace buzzdir with your actual Buzz dir).
An easier way is to use the old Buzz FixKit (which I can put in my Dropbox if needed as it seems to be a bit hard to find these days).

Tried this with my similar issue. Didn't fix the problem as the Assignment Manager dialogue window still does not open.
