Hi there.
Today I was trying to transpose and... CTRL with + or - from alphanumeric keyboard gave to me nothing. CTRL with + or - from numeric keyboard works well - but it adds or removes track. I use lastest Buzz version 32 bit, Win7 64, polish programmers layout keyboard. And I'm not quite shure but a year ago, whila I was trying on WXP it was working to me.

That's because transposing is SHIFT with Numpad +/- my dear, not CTRL
(Well, unless this special 23-bit version of Buzz does things differently !)

Shift Alt Numpad +/- gives you audible (very short note) transpose.

but you can try : < Shift Alt > 2x < Numpad - >
to exit BUZZ.

Well...oops...maybe just shift ctrl -/+ then (or a better key combo)?
Point being - audible transpose would be very helpful.
