This happens when you are missing machines or a machine is misplaced (eg. in the effects when it should be in the generators). Look at the debug console as suggested or the status bar may have a message about a misplaced machine.

I'm afraid my experience is the exact opposite. It's very rare to see Buzz use more than 1 or 2 cores. Go for the best per-core floating point performance you can get.
