peerctl and new Win7 install

I install Win7 on a new box yesterday and have everything buzz-wise running really well now except that I cannot get to the assignments menu for the peerctl machine which is central to all the tunes I make these days. I remember vividly dealing with this problem in the past, installing different visual c++ packages until it worked, but didn't ever write down precisely what was necessary. Can't seem to hit that sweet spot again on this new machine and it's starting to grate

Anyone got any idea of what exact package you need to install to have this menu available again? I've attached my list of installed packages and along with those I'm running a fully uptodate win7.
